Elizabeth A. Tippin, Esq., FCIArb, LEED AP, is a Past-President of the DRBF Region 1 Board of Directors. She is an arbitrator, mediator, Dispute Board member and consultant based in San Francisco, California. Formerly an Administrative Law Judge specialized in construction, her experience also includes providing consulting legal services for owners, design professionals and construction firms, including contract preparation for domestic and international projects, risk management, sustainability and representation on disputed matters.

She has experience with projects encompassing commercial buildings, fire stations, airports, schools, water treatment plants, tunneling and micro tunneling projects, energy, highway and bridge construction, using all project delivery methods including Design/Build and P3 Project Delivery. She is an Adjunct Professor teaching Professional Practice in the Architecture Department at Academy of Art University.

She is an Accredited Professional for the Leadership in Energy and Environmental Design (LEED AP). She is a member of the Commercial
and Construction Panels of American Arbitration Association, Contractors State Licensing Board, Caltrans DRB and Partnering Panels.

She is a Fellow of the Chartered Institute of Arbitrators and has completed training for FIDIC Dispute Boards.

Don Irwin is an independent DRB panelist, arbitrator and contract advisor. He is an Oregon P.E., member of the Oregon Bar (nonpracticing), AAA and DRBF. He has served on over 20 DRBs including several complex projects using alternative delivery methods.
Advisory roles have included contract drafting and procurement support in Design Build and CM/GC delivery methods as well as review of P3 contracts, change orders, issue resolution, and claims. Don led project delivery for 5 years as a principal for an AGC construction contractor, 10 years as construction manager/director responsible for design and construction implementation on capital projects for a transit agency, and over 20 years as an owner’s representative. Don led the first application of CM/GC to light rail projects in Portland, Oregon. He is qualified by American Arbitration Association to arbitrate large, complex construction cases. Don is an advocate for proactive issue resolution through DRBs and alternative project delivery strategies.
