  Ann Russo is Executive Director of the Dispute Resolution Board Foundation, the non-profit association dedicated to the use of Dispute Review Boards worldwide. She is co-editor of the Dispute Board Manual: A Guide to Best Practices and Procedures. Prior to joining the DRBF, she served as Public Relations Manager for J.A. Jones, Inc., an international construction and engineering firm based in Charlotte, NC, USA. She received the DRBF's President’s Distinguished Service Award in 2005.

 Barry Tozer is a Chartered Engineer, Chartered Arbitrator, Facilitator, FIDIC Certified Adjudicator, DAB Member (Australasia) and Valuer. He is the principal Consulting Construction Engineer of Tozer & Associates Pty Ltd, acompany that provides advice and prepares expert reports on construction methods, planning and cost estimating. His specialist role in the business is in dispute avoidance as mediator, conciliator and facilitator and in dispute resolution as valuer (GC21), adjudicator, expert determiner and arbitrator.  Barry has had extensive experience over 15 years as a Dispute Avoidance Board (DAB) member in Australia and the Pacific, a role which encompasses all of these facets of dispute resolution. He is a Board Member and current Treasurer of DRBF Region 3.

  Ir. Dona Alisyah Siregar ST., MSc., has 13 years’ experience in construction contract law and management in PT Wijaya Karya (Persero) Tbk. (WIKA), a State Owned Company General Contractor. Her position now is as General Manager, Legal and System of High Speed Railway/HSR Contractor Consortium (HSRCC) for High Speed Railway Project, one of the Mega Projects in Indonesia. She earned a Bachelor’s Degree in Civil Engineering from Bandung Institute Technology (ITB), Indonesia and a Master’s Degree in Construction Contract Management from Malaysia University of Technology, with a scholarship from Indonesian Ministry of Public Works. She started her career as a Financial Advisor in Axa Mandiri Financial Services then with PT Wijaya Karya (Persero) Tbk. as a member of the Commercial Staff. Together with Prof. Sarwono, she has translated the FIDIC Conditions of Contract into the Indonesian Language, for the Red Book and Yellow Book First Edition 1999. With WIKA, she is responsible for Construction Contract and Risk Management for Building, Mechanical Electrical, Industrial Plant, Oil and Gas Works, mainly related to construction claims and disputes resolution. From 2013-2017, she was the Contract Management and Risk Manager for Infrastructure Works, with responsibility for four Contract Packages of the MRT Jakarta Project. She is also an Indonesian Government Procurement Expert.

Geoffrey Smith, Chartered Civil Engineer and Barrister, is a partner in PS Consulting in Paris from where he has operated since leaving the UK almost 40 years ago. Since then he has specialised in Contracts Management and Dispute Resolution within the international environment. He is a member of the FIDIC President’s List of Approved Disputes Adjudicators and of the French National List of FIDIC Adjudicators and is an Accredited Mediator. He has been closely involved in construction projects throughout the Asia/Pacific region, Central Asia, the Middle East, Africa and Europe. These have been in the fields of transport (both road & rail), tunnels & underground works, power generation and distribution, water treatment and supply, oil & gas, industrial installations, marine works, buildings (public, commercial, residential and leisure). For the last 20 years, most of his activity has been as arbitrator, mediator, Dispute Board member, counsel or expert witness. However, he also advises parties, both private and public. He is a FIDIC-accredited international trainer and spends 20% of his time training on FIDIC contracts, dispute resolution and good governance for FIDIC, Asian Development Bank, World Bank, Japanese International Cooperation Agency, OECD and the European Union. He chairs the Bank Liaison Committee of the Dispute Resolution Board Foundation. He teaches International Construction Contracts at Université Paris II, Panthéon-Assas and Advanced Contracts Management at the University of Turin and the International Training Centre of the ILO. He received the Al Mathews Award for Dispute Board Excellence in 2021.

  Giorgiana Tecuci-Paltineanu is an international lawyer with over 20 years of experience in construction law and procurement. She is actively involved in FIDIC contracts, with particular emphasis on dispute resolution in both the public and private sectors. As an adjudicator, arbitrator, and trainer, Giorgiana regularly contributes to the organization and running of both FIDIC-related activities and those of DRBF, where she is a board member for Region 2, representing Europe, and the DRBF Representative for Romania.
Giovanni Di Folco is the President, co-owner and Senior Partner of Techno Engineering & Associates Group, an international techno-legal Consulting Engineering Firm specializing in Integrated Contract Management, Claims and Dispute Avoidance & Resolution internationally, with experience in representing clients in international Adjudication, Arbitration and Litigation. He is a Civil Engineer, Arbitrator, Adjudicator, Expert Witness in Delay and Quantum and a legal arbitration practitioner with more than 30 years’ experience of managing multi-disciplinary civil engineering projects around the world. Mr Di Folco is a past Director and the current President-Elect of the DRBF Region 2 Board of Directors and is listed on the prestigious FIDIC President List of Certified Adjudicators. He is also a FIDIC Accredited Trainer, a FIDIC Certified Adjudicator and an Expert in project & contract management, contract administration, claims preparation and defense, delay analysis and quantum ascertainment. He has gained extensive experience in both international arbitration and adjudication work whilst acting as Arbitrator, Adjudicator, DB, DAB, DAAB and Counsel for a wide variety of clients. In particular, he has represented international clients and been involved in more than one hundred thirty international dispute adjudication procedures and in more than 60 international arbitrations conducted under the ICC and UNCITRAL Rules relating to disputes under the FIDIC Red, Yellow, Pink and Silver Books conditions of contract. Mr Di Folco lectures at various universities, is a Visiting Professor at the Politecnico of Milano University and is a regular guest speaker at several international conferences, seminars and workshops. He is the Vice President of the Romanian Association of Consulting Engineers (ARIC) and a Director of the Italian Chamber of Commerce for Romania. He has authored and published, books and many papers and articles over the years regarding civil engineering, Dispute Boards, adjudication, arbitration, procurement, claims and contract management matters.
  Gordon L. Jaynes is a lawyer in private practice, based in England and specialized in contractual aspects of international construction projects. He is Chairman Emeritus of the International Bar Association Committee on International Construction Projects and Founding Chairman of the Inter-Pacific Bar Association of the same name. He serves on the Editorial Board of Construction Law International, which is the journal of the International Bar Association Committee on International Construction Projects. He is an experienced trainer in various countries on all forms of engineering and construction contracts. His work in international Dispute Boards began in 1994 when he served as a consultant to The World Bank in establishing its contract provisions for use in such Boards. He was a member of the Task Force which produced the International Chamber of Commerce Dispute Board Rules, and a founding member of FIDIC’s Assessment Panel for Adjudicators, vetting applicants for entry to the FIDIC President’s List of Approved Adjudicators, for service in DABs on contracts using FIDIC Conditions. Gordon has received the Dispute Resolution Board Foundation’s Al Mathews Award for outstanding service in promoting the international use of Dispute Boards, the Foundation’s highest honour.

  Nicholas Gould, BSc (Hons), LL.M., FRICS, FCIArb, MCIOB, is Past President of the Executive Board of the Dispute Resolution Board Foundation and a partner in the specialist construction, engineering, and energy lawyers Fenwick Elliott LLP, where he conducts a mix of international dispute resolution and non-contentious work. He is a solicitor-advocate, chartered surveyor, accredited adjudicator, and CEDR Chambers lead mediator.   Pamela Jack is a dispute resolution practitioner, lawyer and consultant. She delivers consulting and dispute resolution services to governments and international corporations in Singapore and Australia. Pamela’s legal expertise is recognised internationally in the fields of infrastructure, construction and property, and she combines highly developed negotiating and leadership skills with sound judgement to enhance outcomes in both corporate and Dispute Boards. Pamela practised as a construction lawyer for more than 35 years, and led the construction and infrastructure practice at MinterEllison, regularly recognised as a Tier One construction practice in Chambers Global. Pamela has been recognised as a leading individual in construction law for many years in Chambers Asia Pacific and Chambers Global. She has extensive experience in disputes and in the many methods of dispute resolution, including arbitration, litigation, expert determination and mediation, as well as dispute avoidance and resolution boards. Pamela is a committed advocate for the benefits of dispute avoidance boards and is an active member of the Dispute Resolution Board Foundation. She currently sits on a Dispute Board for a major road and tunnelling contract with a value in excess of AUD$2billion. Pamela has had substantial involvement in many major infrastructure projects including Sydney Metro, the redevelopment of Tug Harbour at Port Hedland, Western Australia; East West link in Victoria; Airport Link in Brisbane; and Epping to Chatswood rail link in NSW. Salvador P. Castro, Jr. is a Civil Engineer licensed by the Philippine Regulatory Commission, an ASEAN Chartered Professional Engineer, APEC Engineer and ASEAN Engineer.

As a FIDIC Contracts International Accredited Trainer since 2012 and lately as FIDIC Certified Trainer in Contracts 1999 and 2017 Editions, he has lectured domestically and overseas on the FIDIC Suites of Contract 1999 and the MDB Harmonized Edition 2010, management of claims, dispute board approach focusing in dispute avoidance and “real time” dispute resolution. He is a FIDIC Affiliate member and appointed as FCL Certification Board Member. He was awarded as FIDIC highly commended Trainer of the Year 2021. Lately, he was invited as member of the Global Leadership Forum with advocacy on climate change, net zero and sustainability.

Salvador has attended a number international Dispute Board trainings/workshops and passed the FIDIC-JICA DB Assessment and attended the FIDIC-JICA Adjudicator Training Program organized by JICA. As Dispute Resolution Board Foundation (DRBF) Country Representative for Philippines, he has acted as tutor/trainer on Dispute Board (DB/DAB/DAAB) as organized by DRBF, FIDIC, JICA and ICC within the ASEAN and conducted series of webinars advocating the effective use of dispute board. He was the Sole DAB of two (2) Contract Packages in the Rehabilitation of 143-Km of Roads and Reconstruction and Rehabilitation of 33 Bridges based on the FIDIC Red Book 1999 in Eastern Samar Province, Philippines, which were completed with all issues/claims resolved amicably 

He is an accredited Construction Arbitrator & Mediator of the Construction Industry Arbitration Commission (CIAC) since 1999 and has arbitrated and mediated number of construction disputes including disputes based the FIDIC contracts. He is also an accredited Commercial Arbitrator of the Philippine Dispute Resolution Center (PDRCI) and accredited Arbitrator & Mediator of the Hong Kong International Arbitration Centre (HKIAC); accredited Mediator of IPOPhil & WIPO, e-Member of Society of Construction Law (UK) and Member of the Chartered Institute of Arbitrators (UK).

  Prof. Sarwono Hardjomuljadi Dr., Ir., MT, MH is a civil engineer, ASEAN Chartered Professional Engineer, FIDIC Affiliate Member, FIDIC International Accredited Trainer, Adjudicator, Arbitrator, Member of CIArb, Member of the DRBF Region 2 Board of Director and DRBF Representative for Indonesia. He serves as Special Adviser to

the Minister of Public Works and Housing of Indonesia, Vice Chairman of Indonesian National Board for Construction Services Development (LPJK), Founder and Secretary General of Indonesian Construction Arbitration and Alternative Dispute Resolution Centre, and Dispute Board and/or Conciliator for some construction projects. Sarwono is the former Vice President of PT PLN (state electricity corporation), Deputy Director for Capability Development of PT PLN (Persero), and Director of PT Geodipa Energi (JV Indonesian State Oil and Gas and State Electricity Corporation). He is involved in contract administration & claim settlement of 10 HEPP of PT PLN (Persero), as Site Engineer, Project Manager and Project Director for hydropower plant project, tunnel, dam and infrastructure works. In addition, he is the Chairman of the Committee for Advocacy of Indonesian Engineer’s Institute; Vice Chairman of Association of Construction Contract Engineer of Indonesia; and member of the Indonesian Hydro Engineers Association, the Indonesian Geotechnical Engineers Association, and the Indonesian National Committee for Large Dams. Further, Sarwono is a lecturer on Construction Contract Administration at Mercu Buana University (S1, S2), Parahyangan Catholic University (S2), Tarumanagara University (S1, S2, S3), Muhammadiyah University (S1) and is a training supplier/accredited trainer on FIDIC Conditions of Contract. Prof. Dr. Toshihiko Omoto, Dr(Eng) MSc/BSc (Civil Eng) MSc (Const Law & Arb), PE, FJSCE, FICE, FCIArb, and AAA/SIAC/VIAC/KLRCA Panelist. Professor Omoto has 40 years’ experience in the construction industry, including 35 years experience on international projects in some 25 countries. His experiences as Neutral include Dispute Board member, arbitrator and mediator. He is an Adjunct Professor on Contract Management and Dispute Resolution at the Graduate School of Management of Kyoto University (MBA), Japan. He received the Al Mathews Award for Dispute Board Excellence from the DRBF in 2012.

 

Thao Tong is a member of the inspection committee of SCLVN. Expertise includes contract advisory services, dispute management and avoidance. She is currently working as Deputy Head of Legal Department in Ricons,  one of the top 3 prestigious contractors in Vietnam. She has experience about legal advice and dispute resolution with organizations in the construction field in Vietnam, and is very interested in the Dispute Resolution mechanism through the Dispute Board. She is doing research on FIDIC Dispute Board and its compatibility when applied in Vietnam and has done a survey on the application of the Dispute Board mechanism under the FIDIC contract forms in Vietnam.

 

Ir. Weddy B Sudirman MEM. graduated from Curtin University in Western Australia in 2007. His position now is General Manager for Construction of Power Plants in Sumatera Island of State Electricity Corporation, after representing the employer for many projects. His experience is in construction supervision, where he mainly handled contractual matters. He has much experience in solving disputes in his work with the State Electricity Corporation of Indonesia and contractors from many countries, as the employer representative in several projects which were built by utilizing the loan/ credit from WB, ADB, JICA and China. Together with Prof. Sarwono, he is translating the FIDIC Conditions of Contract into Indonesian Language. Weddy is also a volunteer in State Electricity Corporation on dealing with ADR on solving disputes.
